GENERAL RULES
A 162 game schedule will be played starting in the year 1999. No shuffle, no draft, no equalize, and no simulation will be used to start the season. The DH will be used in both leagues.
Simming directions
There will be two Sims a week for seven-day periods. Rosters are due at noon EST. on Sat and Tue nights. After the trading deadline (July 31, game time) we move to twoSims per week on Mon Thur at noon EST. Lineup changes, fielding changes, bench movements, rotation changes, etc. should be in by midnight before the sim.
Joining the League:
When an owner joins the leauge, they must have a valid ISP email address and must reply to an email from the commish before taking over the franchise.
Lineup Regulations:
We are now limiting the positions a player can play per your lineup card. Players can only play the positions shown for them on the DEFENSE screen in MOGUL (except for RF and LF, they are interchangeable. Let it be known that players playing out of position will be benched for a sim and replaced randomly with a backup positional player. Continual disregard for the rule will result in further penalties and possible suspension of the player(s).
Voting
All voting is done by 50% vote. For every year you run a team you get one vote (to a maximum of five votes). Unless specified, the Executive Council will count your total voting power towards your vote. If you are not sure how many votes you have check the owner's page. Exception: Proposals to overturn a trade between two (or more) teams must have 75% of the votes to overturn excluding the teams involved with the trade. A proposal to overturn a trade must be submitted to the Commish, signed (cc’ed) by a minimum of three owners and include a statement as to why this trade should be overturned. The Commish may then submit the proposal (including the statement of the petitioners) for a vote to the owner's council.
League Divisions / Teams
At present, there are 24 teams. We have two Conferences: Federal and National. Each Conference has three Divisions - Federal: Branch Rickey, Sparky Anderson and Earl Weaver; National: John McGraw, Connie Mack and Abner Doubleday. There are currently four teams assigned to each division.
Hall of Fame
Any owner of player (in game) can be voted into the MLML Hall of Fame. They must be nominated by at least one owner then the Commish will evaluate that owner/player and either induct the person or leave it up to a league vote.
Rosters
There is currently no league set roster limit other than what the game restrictions are.
Franchise Players
Every team can negotiate a contract with a player that will be a free agent at the end of the season. If you want that player, but feel they are worth less than their asking price, then there is a solution for you. You can tag ONE player as a Franchise player per season. This means, during the open free agency, that the player can still receive bids by all other teams but, when the bidding is done, you have a choice of matching the top bid OR letting him go. Franchise rights can no longer be traded.
Signing Bonus
When a player is signed a portion of the contract can be paid up front in the form of a signing bonus. Here is how it works, you could add a signing bonus to free agent bids. This would make the contract per year smaller (thus easier to trade and you dont have to worry about cash later). So for example, Joe gets signed for a 7yr 10M contract =70M. Instead you could have offered a 7M signing bonus 7yr 63M=70M. They would be equal bids. The signing bonus would come from available cash.
Dead teams
Dead teams are teams with no current owner. These will be controlled by the commish for the game Sims
ARBITRATION
1:
Each team can choose one player total, either on their team or on any other team in the MLML. After choosing a player, you must form an argument as to why their salary should be raised or lowered. You must show examples of other players with similar skills, making more or less money.
2:
A team can choose to sign a pending free agent to arbitration. What happens is the caluclate salary button will be pressed and this will be the one year salary.
If this option is taken, I reserve the right to say if a certain player is ineligble for any reason (although I may state why). If used the player would be able to only sign a one yr contract, can not be resigned or traded and must be able to test the open market at the end of the season.
LUXURY TAX
The luxury tax will be set at 90M. This figure can go up after each season at the commish's discretion. Before the start of the season each team will have to either get under the 90M dollar "soft" cap or be forced to play a small luxury tax. The tax will be 1M for every 2.5M over the cap. The money will be pooled together and distributed evenly to all teams under the cap. In the case that there is not enough to give to all teams, it will be given to the teams with the worst records the previous year. The tax will not void any deal and each team will be responsible for having the money to pay the tax if they go over.
DRAFTS
Lottery
NEW: Old-timers (OT) and Amateur Draft (AP) picks will be subjected to an NBA-style lottery involving all of the teams. Each team will have at least one chance for each pick, with the worst teams having more chances, but only sub .500 teams can have the top five picks.
Rule V Draft
Each team CAN put up to a maximum of three players into a pool of players. Each team can pick any three players, but once declared they are draft eligible. I will then list these players name to be chose in the Rule V draft. If the player is chosen, he will become the rights of the team that picked him and that player will have to spend the season on the major league roster. If at anytime they choose to send him to the minors, he must clear waivers (no pull backs on these guys). Let me restate this to make sure I am clear:
1) Each team can choose UP TO three players to be put in the Rule V draft.
2) These players will be listed and chosen in draft format, based on the previous season's record (no lottery).
3) If player is not chosen, you keep him (so there is some strategy to this) and if chosen the player must stay on the active roster for rest of year (except playoffs, of course).
4) If anytime they choose they want to send him to the minors, the player must clear waivers with no pull backs for that player. Rule V players will be indicated with a Rule V by their name when the time comes (much like the date for free agents or resigns).
5) Any player eligible for the draft, yet not drafted, will go back to their original team.
Foreign Players
Foreign Players will be entered into the league via free agency and/or the draft at the commish's discretion.
Old Timers
Each team receives one Old-timers pick at the end of each season. This pick can be used to draft a player of your choice who has retired before 1999. The make up (predicted statistics) of these players will be calculated using their various total career statistics divided by their career years minus one season. For example, a team drafted John Doe, who played 11 seasons and had a total of 1000 hits and 200 home runs, the player make up will be 1000 hits and 200 home runs divided by 10 seasons which equals 100 hits and 20 home runs.
These draft picks can be traded but with two restrictions: (1) you cannot deal any future year draft pick(s) (must be the current season pick) and (2) expansion teams cannot trade their OT picks the first year of their existence.
Negro Leaguers and other players without official or verifiable stats will be looked at by the Commish before the creation of these players. Therefore, owners should be wary before drafting these players.
Amateur
Each team will receive two Amateur (AP) draft picks at the end of each season. These picks can be used to draft amateur players from the draft file that we will create at the end of each season. This file will consist of the most promising high school, college and minor league players entering the Major Leagues the following season.
These draft picks can be traded but with two restrictions: (1) you cannot deal any future year draft picks (must be the current season pick) and (2) expansion teams cannot trade their AP picks the first year of their existence.
There will be a file released usually by the All-star break with all the players on teams called College Team. This will be located on the league file page.
Expansion
Should the Executive Council choose to propose league expansion, the current owners will be asked to vote on the proposal after the current season. An expansion team cannot start in a city that is occupied by an existing team in the MLML.
Expansion teams are also not allowed to trade their current years CP. picks or their OT draft picks. After the first year, they may do so. Each expansion team will receive the bottom draft choices in each draft. If there is more than one expansion team in a year, the order from the bottom of the draft will be determined by the Executive Council using straw votes.
If we elect to expand, we will institute an expansion pool that the new teams can draft from. During expansion each current MLML team will be allowed to protect 30 players. All other players would be available for the expansion teams to select in a draft. We will institute a predefined limit to the number of players any one team can lose during this draft.
Because expansion teams are not officially incorporated into the league until the start of the next season, and because they do not have any farm/scouting systems in place, they do not receive any computer-generated rookies their first year.
Free Release
Every team will be allowed one free release but the total contract cannot exceed ten million dollars. You can now release a player with a total contract over 10M, but you are responsible for any money over 10M.
Free Agency
Open
At the end of the season, after the amateur draft and the old-timers draft, we will have an Open Free Agency period. This will last approximately 2-4 weeks depending on the number of free agents in a given year. At the end of the Open Free Agent period, the season will begin.
Free agents will accept the largest contract in total. For example, John Doe gets an offer of $2.0 million for two years (total $4 million) or $5.0 million for one year (total $5 million), he will accept the one-year contract at $5.0 million. Each owner can also submit a reason the player should sign with his team. This may carry weight in terms of selecting a two contracts close to the same bid.
Any recent open bid free agent that was signed cannot be traded or released for one year. This ensures that the team signing the free agent will have the funds to pay for the high bid(s).
No free agent can be signed for less than the league minimum ($170,000 for one year). During open bidding a player with either 10 plus years experience OR over 32 years old can only be given a maximum four year contract unless the total contract exceeds $35 million.
