GENERAL RULES
A 162 game schedule will be played starting in the year 1999. No shuffle, no draft, no equalize, and no simulation will be used to start the season. The DH will be used in both leagues.
Simming directions
There will be two Sims a week for seven-day periods. Rosters are due at noon EST. on Mon and Thur nights. After the trading deadline (July 31, game time) we move to three Sims per week on Mon, Wed and Fri at noon EST. Lineup changes, fielding changes, bench movements, rotation changes, etc. should be in by midnight before the sim.
Lineup Regulations:
We are now limiting the positions a player can play per your lineup card. Players can only play the positions shown for them on the DEFENSE screen in MOGUL (except for RF and LF, they are interchangeable. Let it be known that players playing out of position will be benched for a sim and replaced randomly with a backup positional player. Continual disregard for the rule will result in further penalties and possible suspension of the player(s).
Voting
All voting is done by 50% vote. For every year you run a team you get one vote (to a maximum of five votes). Unless specified, the Executive Council will count your total voting power towards your vote. If you are not sure how many votes you have check the owner's page. Exception: Proposals to overturn a trade between two (or more) teams must have 75% of the votes to overturn excluding the teams involved with the trade. A proposal to overturn a trade must be submitted to the Commish, signed (cc’ed) by a minimum of three owners and include a statement as to why this trade should be overturned. The Commish may then submit the proposal (including the statement of the petitioners) for a vote to the owner's council.
League Divisions / Teams
At present, there are 24 teams. We have two Conferences: Federal and National. Each Conference has three Divisions - Federal: Branch Rickey, Sparky Anderson and Earl Weaver; National: John McGraw, Connie Mack and Abner Doubleday. There are currently four teams assigned to each division.
Hall of Fame
Any owner of player (in game) can be voted into the MLML Hall of Fame. They must be nominated by at least one owner then the Commish will evaluate that owner/player and either induct the person or leave it up to a league vote.
Rosters
There is currently no league set roster limit other than what the game restrictions are.
Franchise Players
Every team can negotiate a contract with a player that will be a free agent at the end of the season. If you want that player, but feel they are worth less than their asking price, then there is a solution for you. You can tag ONE player as a Franchise player per season. This means, during the open free agency, that the player can still receive bids by all other teams but, when the bidding is done, you have a choice of matching the top bid OR letting him go.
Signing Bonus
When a player is signed a portion of the contract can be paid up front in the form of a signing bonus. Here is how it works, you could add a signing bonus to free agent bids. This would make the contract per year smaller (thus easier to trade and you dont have to worry about cash later). So for example, Joe gets signed for a 7yr 10M contract =70M. Instead you could have offered a 7M signing bonus 7yr 63M=70M. They would be equal bids. The signing bonus would come from available cash.
Dead teams
Dead teams are teams with no current owner. These will be controlled by the commish for the game Sims
ARBITRATION
Each team can choose one player total, either on their team or on any other team in the MLML. After choosing a player, you must form an argument as to why their salary should be raised or lowered. You must show examples of other players with similar skills, making more or less money.
LUXURY TAX
The luxury tax will be set at 80M. This figure can go up after each season at the commish's discretion. Before the start of the season each team will have to either get under the 80M dollar "soft" cap or be forced to play a small luxury tax. The tax will be 1M for every 2.5M over the cap. The money will be pooled together and distributed evenly to all teams under the cap. In the case that there is not enough to give to all teams, it will be given to the teams with the worst records the previous year. The tax will not void any deal and each team will be responsible for having the money to pay the tax if they go over.
DRAFTS
Lottery
NEW: Old-timers (OT) and Amateur Draft (AP) picks will be subjected to an NBA-style lottery involving all of the teams. Each team will have at least one chance for each pick, with the worst teams having more chances, but only sub .500 teams can have the top five picks.
Rule V Draft
Each team CAN put up to a maximum of three players into a pool of players. Each team can pick any three players, but once declared they are draft eligible. I will then list these players name to be chose in the Rule V draft. If the player is chosen, he will become the rights of the team that picked him and that player will have to spend the season on the major league roster. If at anytime they choose to send him to the minors, he must clear waivers (no pull backs on these guys). Let me restate this to make sure I am clear:
1) Each team can choose UP TO three players to be put in the Rule V draft.
2) These players will be listed and chosen in draft format, based on the previous season's record (no lottery).
3) If player is not chosen, you keep him (so there is some strategy to this) and if chosen the player must stay on the active roster for rest of year (except playoffs, of course).
4) If anytime they choose they want to send him to the minors, the player must clear waivers with no pull backs for that player. Rule V players will be indicated with a Rule V by their name when the time comes (much like the date for free agents or resigns).
5) Any player eligible for the draft, yet not drafted, will go back to their original team.
Old Timers
Each team receives one Old-timers pick at the end of each season. This pick can be used to draft a player of your choice who has retired before 1999. The make up (predicted statistics) of these players will be calculated using their various total career statistics divided by their career years minus one season. For example, a team drafted John Doe, who played 11 seasons and had a total of 1000 hits and 200 home runs, the player make up will be 1000 hits and 200 home runs divided by 10 seasons which equals 100 hits and 20 home runs.
These draft picks can be traded but with two restrictions: (1) you cannot deal any future year draft pick(s) (must be the current season pick) and (2) expansion teams cannot trade their OT picks the first year of their existence.
Negro Leaguers and other players without official or verifiable stats will be looked at by the Commish before the creation of these players. Therefore, owners should be wary before drafting these players.
Amateur
Each team will receive two Amateur (AP) draft picks at the end of each season. These picks can be used to draft amateur players from the draft file that we will create at the end of each season. This file will consist of the most promising high school, college and minor league players entering the Major Leagues the following season.
These draft picks can be traded but with two restrictions: (1) you cannot deal any future year draft picks (must be the current season pick) and (2) expansion teams cannot trade their AP picks the first year of their existence.
There will be a file released usually by the All-star break with all the players on teams called College Team. This will be located on the league file page.
Expansion
Should the Executive Council choose to propose league expansion, the current owners will be asked to vote on the proposal after the current season. An expansion team cannot start in a city that is occupied by an existing team in the MLML.
Expansion teams are also not allowed to trade their current years CP. picks or their OT draft picks. After the first year, they may do so. Each expansion team will receive the bottom draft choices in each draft. If there is more than one expansion team in a year, the order from the bottom of the draft will be determined by the Executive Council using straw votes.
If we elect to expand, we will institute an expansion pool that the new teams can draft from. During expansion each current MLML team will be allowed to protect 30 players. All other players would be available for the expansion teams to select in a draft. We will institute a predefined limit to the number of players any one team can lose during this draft.
Because expansion teams are not officially incorporated into the league until the start of the next season, and because they do not have any farm/scouting systems in place, they do not receive any computer-generated rookies their first year.
Free Release
Every team will be allowed one free release but the total contract cannot exceed ten million dollars. You can now release a player with a total contract over 10M, but you are responsible for any money over 10M.
Free Agency
Open
At the end of the season, after the amateur draft and the old-timers draft, we will have an Open Free Agency period. This will last approximately 2-4 weeks depending on the number of free agents in a given year. At the end of the Open Free Agent period, the season will begin.
Free agents will accept the largest contract in total. For example, John Doe gets an offer of $2.0 million for two years (total $4 million) or $5.0 million for one year (total $5 million), he will accept the one-year contract at $5.0 million. Each owner can also submit a reason the player should sign with his team. This may carry weight in terms of selecting a two contracts close to the same bid.
Any recent open bid free agent that was signed cannot be traded or released for one year. This ensures that the team signing the free agent will have the funds to pay for the high bid(s).
No free agent can be signed for less than the league minimum ($170,000 for one year). During open bidding a player with either 10 plus years experience OR over 32 years old can only be given a maximum four year contract unless the total contract exceeds $35 million.
Regular
Once the season begins, all free agents will revert to their asking price and can be signed at that price at any time over the course of the season. A winning bid on a free agent during the season will become valid after a minimum of three days. The criteria used to determine the winning bid on free agents during the season will be won-lost record from last season up until the all star break. After that it will be won-lost record for the current season. There are no limits to the number of free agents you can bid for and/or sign during the season, as long as your roster is within the game's parameters.
Resigns
Resigns (the resigning of a player) can only be done in the last year of their contract. If a player is resigned they cannot be traded for the period of one year (this goes for free agents that are signed). Old timers picked in the current years draft (when signed to the initial one year contract) can not be resigned until the start of the playoffs.
WAIVERS AND TRADE DEADLINE
Waivers
The waiver wire works so that the team that claims a player with the worst record gets the player. If a team has already claimed a player and claims another player - even if he has a worse record, the player goes to the next worse team that has not gotten a player off the wire. All players must pass through the waiver wire in order to be traded once the trade deadline comes into effect.
The trade deadline is July 31, game time. Once we get to this date, NO trades will be accepted by the league office until after the World Series. The only exception is the player(s) who have passed through the waiver wire. Therefore, should you make a deal after the trade deadline, and have not passed the players though waivers, you cannot submit the transaction to the league office and it is not official until it is posted on the transactions page. This would also include draft picks traded.
Trading
Every team is able to trade players and draft picks. There are three restrictions: (#1) No team can trade a recently signed Free Agent for a period of one season, (#2) teams cannot trade a recently re-signed player for a full season, and (#3) Teams cannot trade into the future - all transactions must be for the current season.
Each team involved in a trade must submit the details of the transaction to the Commissioner within 24 hours of the trade.
Transactions are not posted and are not official until confirmation is received from all parties involved. E-mail that is inaccurate, conflicting, or missing details will be returned for clarification, which will delay it becoming official. Details must include all players' first and last names, Positions, ALL INFORMATION PERTAINING TO DRAFT PICKS, and the amount of money involved and when payable (if applicable).
Player Movements
We are allowing players to be permanently moved to other positions. You will be able to make one positional change per season. We are adopting a common sense approach in terms of a player's potential positions. Players will be able to permanently move as shown below:
Catcher - can move to 3B or 1B.
1B - can move to RF or 3B
2B - can move to SS
SS - can move to 3B or 2B
3B - can move to LF or 1B
Any OF can move to any other OF spot (example LF can become a CF)
No one ‘becomes’ a catcher. Only catchers can be catchers.
Pitchers are non-moveable, at least for the season.
The cost for each player move is $5,000,000 per season. Teams are limited across the board to two player positional movements per season. If you wish a current player to play a different position this season, based on the above formula, please E-mail the Commissioner with that request and your payment of $5.0 mil.
Stadium / Cities
Any change available (relocation, stadium upgrades or otherwise) can be made at anytime in-between seasons.
Moving
Teams can be moved for a $10,000,000 moving fee the first time; each move after that is $20,000,000. A team can only move once every 25 seasons. This will get you a C loyalty rating. Any city can be used. There are three stadium styles to choose from: Convertible-$14 million Domed-$12 million, and Open Air-$10 million. Natural turf is used unless an upgrade to Artificial is purchased.
Each new stadium comes with 42,000 seats. The prototype stadium is Shea Stadium of the Mets. All new stadiums will be based on the dimensions of Shea Stadium. Any variance from these dimensions will cost extra as noted below. All seating conditions will be set at 'Average'.
Upgrades
Surface changes costs $1 million. Every extra 2,500 seats that you add to the stadium cost $2 million. Upgrades to the stadium seating conditions may be made at $5 million per upgrade. Changing park dimensions is $1 million per 25 feet (or less).
Playing field conditions will be made at $2 million per upgrade. Structural changes are $3 million.
Owner Incentives
Mandatory:
Each team must submit a Preseason Report that should describe your team including the infield, outfield, Bench, rotation, bullpen, offense, defense, weaknesses, and strengths. It can be about any of those or all. - about two paragraphs are the minimum. All reports must be sent to the Commissioner and will be posted in the MLML Magazine. Ten points will be given to each team that sends one of these in.
At the end of the season, but before the playoffs, each team should write an end-of-season report. (Playoff teams do not have to submit this). This should include how the season went, what you are looking for in free agency, anything you can think of in an end of season report. When this is sent in, ten points will be given to your team.
Playoff report: Each team that makes the playoffs must submit a pre-playoff report, prior to its first playoff game, describing the team's accomplishments and what are their hopes/expectations for the coming playoffs. This will give you 15 points.
Optional:
For each roster submission you send in (even if there are no changes), you receive 2 points per roster/sim
Every month (game time) a monthly report can be sent to describe where your team is, what their thoughts are on the future, what direction they are going. You can write just about anything you want about your team. Each report will get you ten points.
Anyone who votes for the All-star Game will receive points. You can vote for anyone in your division/league but CANNOT vote for anyone on your own team. The two teams in the last World Series can vote for their own team, but only them. Each position you vote on gives you one point per position.
At the End of the Season, each owner can vote for the End of the Season awards. The awards will be the MVP, Cy Young, Hank Aaron Award (to the top hitter), Rookie of the Year and Gold Gloves for each position. You get five points for each category that you vote on, and one point for each position that you vote on for the Gold Glove.
Each team can, and is encouraged to, design a team web page. This is thought of as advertisement for the team. When you design a page and send in the URL, it will be posted on the Teams Home Page section of the League Web Page. You will get a one upgrade in team loyalty. For example, if team loyalty is B- and you make a web page it is now a B. If your team loyalty is already at the max., you can have the option of receiving 25 points instead. Anyone that designs a web page gets 50 points. Every monthly update you get 10 points. At the end of each season, the league will vote for the top 5 web sites, with each team getting a prize.
Being on the Rome show is 25 points and getting a take on the show is 2 points.
Point Usage
Health (used anytime): 60 points cut the days to heal in half for one player; 100 points allow full recovery of one player
10 points to move the fences 10 feet
Fan Loyalty can be raised one upgrade (C to C+, etc.) with 200 points.
Farm System can be raised one upgrade (C to C+, etc.) with 200 points.
Points can also be converted to cash OR draft picks:
· 100 points = $5,000,000
· 200 points = Rule V draft pick
· 300 points = Amateur draft pick (3rd round)
· 500 points = Old Timer Draft pick (2nd round)

We will be using Yahoo Messenger for chats and conferences, and Yahoo! Club: (http://clubs.yahoo.com/clubs/mlml) for trade postings and other league discussions. All owners should be invited and accepted to the Yahoo MLML club. If you have not been invited and joined yet, please e-mail the Commissioner immediately to rectify this.
A lesser-used alternative is ICQ, however, if you have ICQ there is no reason ‘computer-wise’ you are unable to have Yahoo.
