Storyline:

8
A group of 00-series cyborgs created for war by the Black Ghost decides to escape. But Black Ghost will not let them go so easily. Soon after their escape, several newly-created 00-series cyborgs are sent after them. The battles between the 00-series expose the tragedy of those who were turned into cyborgs and the cruelty of war. Technically, the story really does progress that road and doesn't turn into anything else.

We learn a lot about the 00 cyborgs (especially our hero, 009) including those who exist for one episode or less.

Honestly, I don't see anything worth mentioning, but like I say all the time, that 1 is there "just in case."

Romance:

There are some relationships that don't go very far at all, but the fact that they, to some extent, exist, warrants a 4.

Drama:

7
There are some pretty good action sequences, and there's always some sort of commentary on life in pretty much every episode.

Some really good action. You know, the type where there's usually a certain level of strategy, and the good guys are clearly the underdog.

Technically, it's more light-hearted than funny. Visual gags just aren't funny unless you go all-out.

I'm fairly certain that Cyborg 009 was originally created many years ago, and this series is a remake. Too bad that means I don't know what to call it, so I'll just call it Cyborg 009 for now, that is, until I watch the original, in which case I'll be thoroughly confused.
Yeah, the style looks akin to Osamu Tezuka (and by that, I mean OLD), but that really doesn't make much difference. Chances are you'll be taken by the story and the style that you won't care. Until, of course, you see Black Ghost, who wins the award for most unfortunate character design for a super-villain. Now, the style itself seems kind of old, but the old stuff was never that bad to begin with. The action sequences are pretty well done with modern effects (and what I can only assume is digital animation). Overall, this is a pretty decent show that is once again underpromoted and treated poorly by Cartoon Network.
