Pound steak until tender, cut in bite-size pieces. Put 1/2 cup flour, salt and pepper in paper bag. Shake steak until coated. Brown in 3 tablespoons shortning in casserole dish. Simmer until tender. Remove meat and make milk gravy. Return meat to gravy, Place biscuits on top. Put in preheated 400 degree oven until biscuits are browned, approximately 10 minutes.
