There's been much specualation as whether he's gay, or just Burns-sexual. We can probably assume he's gay though, witness Homer the Smithers (3F14), where he goes for a holiday in a place only for men, they dance to Frankie Goes to Hollywood, etc. Also in The Telltale Head when Burns says, "I love you Smithers," Waylon replies, "The feeling is more than mutual, sir."

After all, all of Smithers' fantasies seem to revolve around Burns. And on Smithers' home computer he's got a welcome screen with Burns saying "Smithers ... you ... are ... quite ... good ... at ... turning me ... on."
