The game end proposal was defeated by at least one vote against.  Had it been
defeated by abstentions alone, I would have re-proposed it with abstentions
counting in favour, this having been part of my House Rules for a very long time
(in fact, I think I may have invented this idea).

We have a new Game End Proposal of a 4-way draw (excluding England)
