I think this was the second picture I drew in 1998. It is from the book "Balto the Hero" on page 4. It must have been drawn by one of the artists (either for the movie or just for the book) and then not used in the movie; as is explained below....

Then Rosy felt a heavy
hand on her shoulder.
"Rosy!" It was her Father. "Stay away from that
dog! He might bite you. He's half wolf," He said, waving a
broom fiercly.
Balto turned and sadly walked away from Rosy and Jenna. The
grown-ups were wrong. Balto knew he wasn't bad. He just wished
there was some way to prove it.
