Dr Toh Chin Chye & the founding of PAP(1954)

The Formation…….

The Peoples’ Action Party was formed on the 21st of November 1954 having its ceremony held at the Victoria Memorial Hall (S’pore). It was a series of meetings and discussions in this young political group. There was a group of prominent conveners of the inaugural meetings; they are: Dr Toh Chin Chye, Senior Minister Lee Kuan Yew, S. Rajaratnam, Ismail Rahim, Fong Swee Suan and few others. In this disparate group of leaders, there are 3 distinct groups of people:

Firstly, the English-educated professionals; secondly, they are leaders of public service unions and lastly are the pro-communists representing unions In the private sector and also the Chinese teachers.

Unfortunately, English-educated professionals--- Toh Chin Chye, Lee Kuan Yew and S. Rajaratnam had brought with them little mass support even though they had taken the initiative to form the PAP.
