This film surrounds such a cyborg - Major Motako Kusanagi, who is a member of the Special Forces Squad, from the Governements agency Section 9. Kusunagi is a special syborg as she has been so heavily modifies that only her ghost survives. Along with her comrades from Section 9 are Bateau (also a cyborg) and the very much human Togusa. The plot gegins to unfold as the major begins to go on a the trail of a highly skilled hacker, who hacks into the most highly secured areas. He also hacks into his victims minds so that they can do his deeds whilst he stays in the darkness, never showing his face. All this whilst his human marionettes live out an existance which is nothing more than a computer generated fantasy.
But as the major begins to dig deeper into the hacker who is known only as the PUPPET MASTER, she begins to uncover a plot of terror which goes all the way to the top. Then they get a call that a cyborg has been brought in, they then discover that this cyborg is the Puppet master, and section 6 of the ministry of affairs, decide that they will take it back. The major soon finds out that the Puppet master is a creation of Section 6, its code name is project 2109 the Puppet Master plan. Also that the Puppet Master has a special intersest in her alone. She then decids that she must find out more about this invisible assailant who is at the centre of a vast and lethal political conspiracy. But Section 6 decide that she is not going to get the Puppet Master back so they make sure that she cant, when the major finds the PM, she discovers that it wants to meld with her so that they become a new entity. It is then that Section 6 decide to get both of then out of the way. 'ITS FOUND A VOICE....NOW IT NEEDS A BODY'
