Rampage

When Charlie Reece goes on a killing spree and drinks his victims blood, it's up to Anthony Fraser (Michael Biehn) to prosecute him and seek the death penalty. However, as Tony proceeds with the case, he struggles with his own ethics. The death penalty goes against his beliefs and there's the question of Reece's sanity. Is Reece insane? Or just a cold blooded killer with no remorse?
