Angry with the government for short-changing the families of Special Forces soldiers that died in the line of duty during classified missions, General Hummel and his men steal VX nerve gas missiles and take hostages on Alcatraz, aiming the weapons at San Francisco. Hummel demands money for the families and his men, or his going to detonate the missiles. Chemical Weapons Specialist Stanley Goodspeed is called in to deactivate and secure the missiles, while former SAS Captain John Mason is pulled out of a maximum security prison to explain how to get onto The Rock - the same way he escaped from there many years before. A team of Navy SEALs, led by Commander Anderson (Michael Biehn), are to accompany Goodspeed on his mission and help him secure the missiles.
