Although I only show two stills, there are at LEAST eight other times where the USS Enterprise is visible behind Queen Amadala when she is telling the newly elected Chancellor Palpatine that she must be with her people.

All throughout this skyline going back and forth.
Story:
It has been ADMITTED by Scott Squires/John Knoll (digital effect supervisors for TPM) that the USS Enterprise is indeed in TPM. Although some might argue that this is just a trick on the eye and what appears to be the USS Enterprise is in fact two ships that are flying next to each other. But who would MAKE it appear to look like the Enterprise? You got it: ILM.
