During the celebration parade on a balcony and again during the first appearance of Padawan-style Anakin Skywalker.
Where:
On the far right throwing confetti/flower petals. (left) Standing behind Anakin. Her character's name here was Princess Ellie. (right)
Story:
I don't know the details but I am sure the story goes that Jake Lloyd's sister, Madison, was jealous of him for being in such a cool movie - so they put her in it as well.

I was wrong about who was who in these pictures. The shorter girl styanding right behind Anakin is Joke Lloyd's sister. Nevertheless, the taller girl is seen twice in the film within a few seconds of each appearance.
