Well, Tick comics aren't the only thing being delayed. Fox has backed up their March release for the Tick until either Summer or Fall 2001. The change in plans is due to the much feared writer/actor strikes. Fox is holding the Tick so that if the strike occurs, they will have new programming.
Also Accordingly to Scifi.com, production has ended on the first nine episode of the Tick on Feb 16th.
