[This excerpt was from an article reporting on a "quorum of the Board of Commissioners of Emigration" of Castle Garden (New York), regarding what to do with immigrants who had died on board ship. So, if you had anyone die during the journey, the could very well be buried on Hart's Island. - G.P.R.]
Commissioner Lynch asked unanimous consent to offer a resolution and urged its adoption at the meeting inasmuch as there was immediate need in order to properly bury a deceased emigrant whose remains had just arrived. No objection being raised, the resolution was read and adopted, as follows:
"Recommended by the board to request the Commissioners of Public Charities and Corrections to set apart a plot of groud on Hart's Island for the interment of emigrants, and that the Ward's Island committee be authorized and directed to have the ground so set apart suitable inclosed and kept in order at the expense of this commission, and to carry out such other arrangements as may be necessary in this matter."
