PARIS R/C CONSTITUTION AND BY-LAWS
AS
AMENDED ON JUNE 9, 1999
Effective July 8, 1999
ARTICLE ONE
The name of this organization shall be “Paris R/C Association”.
The object of this association is to promote radio control modeling. We will concentrate our efforts bettering our hobby by striving to stimulate interest in radio control modeling, by conducting ourselves in a most exemplary manner; and by displaying a spirit of friendship and good sportsmanship at all times so that we may earn the respect of all those who observe us.
ORGANIZATION
1. Association Officers shall consist of a President, Vice President, Treasurer, and Safety Officer.
2. Association Officers shall be elected by majority vote and shall serve a term of one year.
3. Association Officers shall be elected on the date of the first meeting in January of each year.
4. Association Officers President and Vice President shall serve no more than two consecutive terms.
5. Executive committee shall consist of the President, Vice President, Treasurer, Safety Officer, and past President.
6. A Newsletter Editor will be selected who will be responsible for all newsletter correspondence and insure it is afforded proper distribution.
Elections for officers will be by vote of the member from nominations and by secret ballot. A majority vote of the members present is required to elect any officer. Candidates will be nominated from the floor during the December meeting prior to the elections.
All issues before the association that require voting will be voted on by members in “good standing”, and that are present at the meeting when the issue is brought before the association. The purpose of this is to have the direction of this association dictated by the membership that come to present, discuss, and vote on issues affecting this association.
DUTIES OF OFFICERS
PRESIDENT
Shall preside at all meetings of the association and shall act as spokesman for the association in all matters pertaining thereto unless specifically designated otherwise by the constitutional by-laws. Shall further appoint any committees as may be required to conduct association affairs.
VICE PRESIDENT
Shall act for and as the President whenever the President is unable to serve. Shall act as project manager on the association’s behalf.
SECRETARY-TREASURER (to be referred to as Treasurer)
Shall collect and have custody of all funds, receive and disburse all monies of the association. It shall be the responsibility of the Treasurer to issue keys to the flying field and storage building. The Treasurer shall annually forward to the AMA the required forms and monies for the AMA Club Charter and the Certificate of Insurance. The Treasurer shall handle all membership matters and present to the membership, at each monthly meeting, a status of the treasury and expenditures. The Treasurer shall take and keep minutes of all meetings. The Treasurer is to maintain a list of member AMA numbers and transmitter frequencies. The Treasure shall maintain the currant Constitution and By-laws and record all changes made by the association’s members through the voting process.
SAFETY OFFICER
Shall advise the association on matters pertaining to safety. Shall investigate all matters involving safety and shall advise the Executive board in said matters.
DUES AND FEES
1. Dues shall be $60.00 per year.
2. Dues are to be paid by April 1st to be a member in good standing.
3. For first time members that join in mid year, dues will be based on remaining quarters. Previous members rejoining will pay $60.00.
4. Members may elect to pay out their dues in three payments of $20.00 over three months. Arrangements with the Treasurer must be made so those association dues are paid by April 1st. The Treasurer shall administer and report to the Executive board on those situations where hard ships may prevail.
5. No member delinquent in paying their dues may fly at the association’s field either as a member or as a guest of a member.
6. Guests, residents from inside Lamar County, may fly at the association’s field on two occasions. After two occasions they are expected to join the association to continue to fly at the association’s field.
7. All dependents of a member’s family, under the age of 18, have flying privileges provided said dependents currently belong to the AMA. Full time students may continue to the age of 21.
8. Flying field keys will be issued to those persons, who have paid association dues, however, only AMA may have flying privileges at the association’s field.
9. By Executive board approval an “associate” membership, $30.00 dues, may be granted. The guidelines for the “associate” membership are a non-voting member, with key issued to the flying field but not to the storage building, and lives outside of a 50 miles radius of Paris.
AMENDMENTS
Amendments may be made to the constitution and by-laws by a vote of the membership present during the May and November meetings. Proposals must be in writing and submitted to the association officers at least one week prior to the meeting when amendments will be voted on.
MEETINGS
1. The association will hold regularly scheduled meetings on the second Thursday of each month. The time of the meeting will be a 6:00pm. The location will be at the Paris airport terminal conference room. Alternate meeting locations may be designated by the President in order to facilitate association’s business.

4. Robert’s rules of order (revised) shall govern all meetings of the association.
5. On all issues that require a vote by the association, a vote of a simple majority of voting member present is required for passage. The Officers presiding over a meeting where a vote on an item is required should take into consideration the number of members present. Items to be voted on can be tabled to the next meeting if more members are expected to attend.
6. On all issues before the association that require a vote for a decision, a member to be qualified to vote must be an association member in “good standing” (has paid association dues). Members who come under the Family rule may vote if that member is flying and has worked on association’s projects.
SAFETY
1. Possession or consumption of Alcohol is strictly prohibited while at the field.
2. Anyone flying at the field and deemed to be under the influence of alcohol shall be asked to not continue to fly for the remainder of that day. The Safety officer shall be informed and the Safety officer shall present his findings and recommendations to the association’s officers at his next opportunity.
3. AMA safety rules shall be followed.
ASSOCIATION FUNDS
1. A maximum of $50.00 may be spent, by a member or members with approval of the President and the Treasurer, without association memberships prior approval. The Treasurer is to provide said sums upon request or receipt of bill or bills.
2. Funds of the association’s over $50.00 may be spent only with approval of the association’s membership present during meeting when funds are requested.
3. At the discretion of the association the Treasurer may refund dues to an association member who is responsible for mowing the flying field.
LOCAL FIELD RULES
1. All AMA safety rules are to be followed.
2. No flying is permitted while men and/or equipment is on the field, between the retaining fence and the east boundary, for maintenance purposes.
3. Frequencies to be used must be posted on the frequency board before the transmitter is turned on.
4. Persons using the same frequency will communicate the separate use of their transmitters. Courtesy dictates that the pilot will take down his frequency number from the frequency board after flight so that the other pilot will know it is safe to use his transmitter or to fly his airplane.
5. Engines must be started in the pit area. All preflight adjustments must be made in the pit area. Only restarts may be completed in the runway area.
6. Standing on the runway is permitted during takeoffs, provided an appropriate announcement is made. After take off, the pilot must move to the pilot area.
7. Flight training is to be conducted by designated flight instructors, if pilot is not an AMA member.
8. Aircraft making emergency and/or dead stick landings always take precedence over other aircraft.
9. When crossing or going onto the runway to retrieve a disabled or damaged aircraft, pilots must announce their intention and should proceed with caution. Once clear of the runway, pilots must announce that the runway is clear.
10. A “NO FLIGHT” area exists in the Northwest corner of our flying area. All pilots should avoid this area in order to keep noise levels as low as possible around the houses that border the Northwest part of our flying area.
11. Upon notification of any field rule infraction (to be done in a courteous manner), the member so informed shall acknowledge the notice. A courteous response is expected. Repeated violations will be brought to the attention of the Safety officer and appropriate actions will be taken.
12. The use of radio control cars on the runway is permitted under the following circumstances. A. Pilots present are notified and agree. B. The flying of aircraft will take precedence. C. Frequency used will not interfere with aircraft frequencies and ground frequencies must be used.
13. Control line aircraft are to be flown in the designated control line area.
14. The last person leaving the field will lock the gate. If there is a question in your mind as to whether or not you are the last one out, lock the gate.
CONSTITUTION AND BY-LAWS UNDERSTANDING
The Treasurer is to maintain a file on all association’s members. This file is to contain a copy of the Constitution and By-Laws signed by each member. This is to ensure that each member is aware of all rules and regulations consistent with our association. This is to further remove the possibility of the “no one told me” response.
