The Aztecs usually get a bad press. The spectacular collapse of the 'empire' has coloured our preceptions of them and their army. Thus, in DBR, they get weak troops (although it has to be said that Hd(S) are not really that weak) and are widely considered to be weaklings.
I think that actually the Aztec list is not as bad as appears at first sight, although it is not terribly accurate historically. Certainly, on the couple of times I've run 100 AP Aztecs against 100 AP conquistadores the Aztecs have won, quite handsomely. There was also the time when 200 AP of Mixtec and Zapotec took on a conquistador army - the Zapotecs arrived on a flank march in a campaign game. 22 elements of Wb(I) may not sound much, but when your entire reserve consists of 2 elements of sword and bucker men, and the warbands have just arrived in your left rear, I think you can see that there might be a slight problem.
