CONCLUSION
The Holy Ghost is a member of the Godhead. He is equal to Jesus and the Father in nature. Only a being with personality and member of the Godhead can do the things the Holy Ghost does despite the specific Greek word for “spirit” is neuter [neither masculine nor feminine] (“It,” not “He”).1 The Holy Ghost knows all things (D&C 42:17). He enlightens our minds (D&C 6:15) and gives us the “peaceable things of immortal glory” (Mos 6:61).

In summary:
 The Holy Ghost is the third member of the Godhead, making a divine Triad or “ Trinity.” 26
 The Holy Ghost has the same “God” nature the Father and Son have, making him fully “God” and making him equal to the Father and Son. 27
 The Holy Ghost is a self-aware personage, with independent thought and will, and isn't an impersonal force from God. 28
 The Holy Ghost is sent to us by the Father and the Son for our benefit. 29
 The Holy Ghost is a spirit being who doesn't have a glorified immortal body unlike the Father and Son. Despite being in humanoid form, he has the ability to enter into all beings. 30
The NT and the Latter-day Scriptures demonstrate that there isn't just God the Father, but there is also God the Son and God the Holy Ghost. It was from the NT “ Threeness” of the Godhead (among others) that the later Christian leaders developed the concept of the Trinity that was finalized in the fourth century.
There are certain passages in the OT which seem to have reference to the Holy Ghost but any insistence various passages only apply to the Holy Ghost and not the pre-mortal Jesus is troublesome due to the difficulty posed by the fact that more often than not, the “Jehovah” of the OT was the pre-mortal Jesus who didn't possess a body at that time but was an incorporeal spirit. Because of this, either Jehovah or the Holy Ghost can be referred to as the “Holy Spirit” in the OT and any OT passage that has the appearance of referring to the Holy Ghost can refer to Jehovah as well.
The Holy Ghost can simultaneously dwell inside everyone that is worthy due to his functional omnipresence, despite being in anthropomorphic form.
