JACKSON MI-- THE THEME SONG FOR THE PAROLE BOARD HEARINGS HELD AT THE PARNALL CORR. FAC. THIS JANUARY SEEMED MORE APPROPRIATE FOR A FAST FOOD COMMERCIAL-- SPEEDY, AS INFORMAL AS POSSIBLE, AND OUT THE DOOR. BUT NOBODY WAS LEAVING WITH A SMILE.
"SOME NUTTY LADY WOULDN'T EVEN LET ME TALK", SAID ONE MOTHER OF AN INTERVIEWEE. THE WOMAN WHO TRIED TO SPEAK ON BEHALF OF HER SON DURING THE HEARING, HAD BEEN ORDERED TO LEAVE BY MARJORIE MCNUTT, THE PAROLE BOARD MEMBER WHO CONDUCTED THE FACILITY'S INTERVIEWS.
ANOTHER WOMAN-- AN INTERVIEWEE'S WIFE-- WHO HAD CAME TO SHOW SUPPORT FOR HER HUSBAND AT THE HEARING, WAS TOLD TO "SHUT UP"! BY MCNUTT. THE WOMAN WAS TOLD SHE (MCNUTT) HAD NO INTEREST IN HEARING ANYONE WHO WOULD SUPPORT THE LIKES OF HER HUSBAND.
"SHE DIDN'T WANT TO DISCUSS ANYTHING POSITIVE", SAID ONE PRISONER. HE HAD POINTED OUT THAT HE HAD COMPLETED ALL HIS RGC RECOMMENDATIONS, NUMEROUS MANDATORY PROGRAMS AND HAD GONE MISCONDUCT FREE FOR YEARS. HE SCORED IN THE HIGH RANGE FOR ABOVE-AVERAGE PROBABILITY FOR PAROLE. "SHE JUST CALLED ME A MENACE AND FOCUSED ON THE CRIME THAT HAPPENED YEARS AGO. I HAVE NO CONTROL OVER THAT."
OF ALL THE MC-HEARINGS CONDUCTED BY MCNUTT AT THE FACILITY, NOT ONE INTERVIEWEE EMERGED WITH HOPES OF RECEIVING FAVORABLE ACTION. I GUESS SHE WAS UP TO HER USUAL SELF-- AS TO SAY, "I'M HERE TO TELL YOU WHY I WILL NEVER LET YOU GO. YOU'RE HERE TO LISTEN. THAT'S MY IDEA FOR THESE SO CALLED HEARINGS."
IT APPEARS FROM THE FOLLOW-UP INTERVIEWS CONDUCTED BY P.A.P.A. REPORTERS, THAT MCNUTT DID NOTHING BUT SEARCH FOR REASONS TO CRITICIZE, HUMILIATE, AND DEBASE ANYONE INTERVIEWED. SHE APPARENTLY COULD CARE LESS IF ANYONE WAS PREPARED FOR REENTERING SOCIETY BECAUSE-- THOUGH CURRENT RULES PREVENT HER FROM SAYING SO-- SHE HAS NO INTENTIONS OF VOTING FOR ANY PAROLES, REGARDLESS THE CIRCUMSTANCES.
"WE LOVE TO SEE YOU CRY," SHOULD BE MCNUTTS CONTRIBUTION TO THE MC-HEARING CAMPAIGN SONG.
DELAYS PUT YOUR LIVES ON HOLD

LANSING, MI--- M.D.O.C. OFFICIALS, IN FEBRUARY, 2001 ANNOUNCED THE DELAY IN OPENING A NEWLY BUILT PRISON WITH 1,500 BEDS. ARTICLES IN THE DETROIT NEWS AND THE M.D.O.C.'S NEWSLETTER, FYI, CONFIRMED REPORTS THAT THE BELLAMY CREEK CORR. FAC. (WHICH COST 82 MILLION TAX DOLLARS) WAS BUILT PREMATURELY AND WAS NOT NEEDED AFTER ALL. HOWEVER, THAT WASN'T THE TUNE GOVERNOR ENGLER HAS BEEN SINGING TO SINK THE TAXPAYERS MONEY INTO HIS MASSIVE PRISON EXPANSION PROJECT. BELLAMY CREEK WILL SIT IDLE ALONG WITH OTHER PRISON HOUSING UNITS COMPLETED AND UNOPENED.
"HOW'S THIS FOR AN UNEXPECTED TWIST OF EVENTS," READS THE DETROIT NEWS ARTICLE ENTITLED "OPENING OF NEW PRISON DELAYED, ON FEB 26, 2001. "THE STATE HAS TOO MANY PRISONS. TUCKED AWAY IN GOVERNOR JOHN ENGLER'S BUDGET FOR NEXT YEAR IS THE REVELATION THAT A NEW 82 MILLION DOLLAR STATE LOCKUP RECENTLY BUILT IN IONIA WILL BE MOTHBALLED AT LEAST A YEAR BECAUSE THE BEDS AREN'T NEEDED. CORRECTION OFFICIALS SAY THAT THE INMATE POPULATION HAS LAGGED BEHIND PROJECTIONS, PARTLY BECAUSE OF FALLING CRIME RATES, SO THEY PUT THE 1,500 BED BELLAMY CREEK FACILITY ON ICE AT LEAST UNTIL OCT, 2002."
HOWEVER, THE ARTICLE NEGLECTED TO REPORT THE OBVIOUS: THAT ENGLERS PLAN- THE MASSIVE BUILDUP OF PRISONS--- OVER THE LAST TWO DECADES SIMPLY DEFIES LOGIC BECAUSE THE CRIME RATES HAVE FALLEN TO LOWS NOT SEEN IN 30 YEARS. NOW MR. AND MRS. TAXPAYER, ARE THESE PEOPLE STUPID? NO, SO THEY MUST THINK YOU DON'T KNOW HOW TO DO YOUR JOB.
THEY'VE BEEN LYING TO YOU TO GET YOUR SUPPORT IN DOLLARS.
THIS EVENT JUST EPITOMIZES A LARGER FRAUD PERPETRATED BY CORRECTION OFFICIALS. THE M.D.O.C. AND PAROLE BOARD HAS THEIR HANDS CAUGHT IN THE TAXPAYERS COOKIE JAR. AND THE NEWS RELEASES AMOUNT TO MERE DAMAGE CONTROL WITH HIGH HOPES OF REPAIRING CREDIBILITY WITH THEIR TARGETED VICTIMS (OOPS, I MEAN SUPPORTERS).
LET US REFLECT BACK FOR A MOMENT. COULD IT BE THAT WHEN THE M.D.O.C./ PAROLE BOARD OFFICIALS LEASED SOME 1,500 (A SEEMINGLY MAGICAL NUMBER) OF BEDS FROM VIRGINIA THAT IT WAS MERELY A SCARE TACTIC?
WASN'T THAT ABOUT THE TIME WHEN THEY CRIED WOLF FOR THE BELLAMY CREEK JOINT? LADIES AND GENTLEMAN MEET MR. FRAUD.
NOW PAY FURTHER ATTENTION.
QUOTING THE FYI NEWSLETTER, FEB 5, 2001 " IN SUMMARY , SAID MURPHY, THE M.D.O.C. EXPECTS INTAKE AND RELEASE TRENDS TO STABILIZE AT CURRENT LEVELS RESULTING IN CONTINUED POPULATION GROWTH OF ABOUT 1,500 DURING YEAR 2001. " EXCUSE ME DID YOU SAY 1,500 ALL OVER AGAIN? THEY NEEDED 1,500 BEDS IN VIRGINIA. THEN THEY NEEDED TO BUILD A 1,500 BED PRISON BECAUSE THE VIRGINIA THING FAILED. NOW LOW AND BEHOLD, PROJECTIONS OF EXACTLY 1,500 POPULATION GROWTH IN 2001 WILL CONVENIENTLY FILL THIS VACANT PRISON. HOW COINCIDENTAL THAT IT ALWAYS SEEMS THAT 1,500 PRISONERS GET BOUNCED AROUND FROM YEAR TO YEAR FOR PROJECTED NEEDS FOR TAX MONEY.
MICHIGAN TAXPAYERS SHOULD BE AWARE THAT M.D.O.C./PAROLE BOARD OFFICIALS HAVE A PLAN THAT INVOLVES TAXPAYER DOLLARS IN THE MILLIONS. THEY WILL SEE TO IT THAT BELLAMY CREEK OPENS, AND ONCE OPENED AS WE ALL KNOW IT WILL NEVER CLOSE ITS DOORS.
THIS STORY'S BOTTOM LINE REPORTS MORE EVIDENCE THAT THE MICHIGAN PAROLE BOARD, WORKING IN CONSPIRACY WITH THE M.D.O.C., WILL BE COVERTLY INSTRUCTED TO DENY PAROLES TO THOUSANDS OF PRISONERS--- REGARDLESS OF RISK TO SOCIETY-- SIMPLY TO FILL THESE BEDS. THE SAGA CONTINUES.
M.D.O.C. cleaning up again.

Jackson, Michigan-- prisoners at a the minimum custody Parnall correctional facility for weight gain by what seemed to be the invasion of an army at 6:00 AM, January 12, 2001. Warden Henry Grayson called in hundreds of correction officers from JMF, JCF, SMI, SMT, SMN, SAI,-- a group calling themselves emergency response team, what emergency? -- together with 182 corrections officer recruits from Demarse academy and their supervisory staff, and dozens of administrative, medical, maintenance, food service and civilian workers to participate in the besiege.
The invasion was dubbed operation clean sweep, intended to catch the grisly minimum security gangsters in their sleep literally, sitting on tons of drugs and weapons. The prisoners are received no running water or toilets were locked down except when remove to be handcuffed and searched. After five hours of searching every crack and crevice in the joint, including all the cracks and what not found on the convicts clean sweep swept up nothing. Admitted the department of corrections own newsletter, for your information, January 18, 2001, they found no weapons or controlled substances. For your information tried to color this debacle in a positive light as some training exercise for the recruits.
Let's examine the cost for this training. If you had just 200 correctional officers receiving the average of $25.00 an hour, at time and a half for overtime, you would be paying about $37,500.00 an officer's salaries alone. Factor in the recruits, civilians, medical, etc., and you could triple that easily overall costs.
It appears that for information said it correctly. They were treating each other. Recruits, pay attention, this is how we use tech surpluses . Waste taxpayer money.
The only thing cleaned up by operation clean sweep was taxpayer pockets. More of those acts once expectations we keep hearing about from the Michigan department corrections.

that's right parole board, I got my I fixed right on you. And I'm not the only one. I am encouraged by the popularity and support for our fight for truth and justice. As you can plainly see from this issue the newsletter gained momentum and raised its standards. Unlike our oppressors expectation of excellence which we continue to expose as a fraud. I see this newsletter as a way to educate Michigan taxpayers. They've become the secondary sucker to this fraud. We, those of us that lose our alliance, remained at primary victims. This year John that governor Engler increased spending on his cash cow, the Michigan department of corrections from 1.57 billion to 1.7 billion. The Michigan department of corrections below hard spokesman, Mac Davis, claims they need to increase to do some more good work. Last year they spend some 80 + million dollars to build a prison in Ionia which they cannot fill. I guess if you spend that kind of money on useless projects than you definitely need increases. It must take a lot of brains to come up with ideas to use that kind of taxpayer dough. more of excellence every day theme we keep hearing about.
Recently I collaborated with my anonymous editor to serve notice Michigan lawmakers about the parole board scam. We featured the suicide death of ex prisoner Curtis Lewis who blue his own brings out because he faced returning to the Michigan prison system wasteland. Lawmakers and the media need to hear from you prisoners in your families to. They need to understand your dilemma and frustration being caused by the boards abuse of power over you. They should hear, firsthand, of your rage to.
I encourage only nonviolent activism. Don't do what they expect and would rather see you do, by acting out in an irrational way. use your mind. Right people. Get your stories told.
I realized the struggles of changing a lifetime emotional and balance. I've had to wrestle with problems of uncontrollable impulse and substance abuse. You have a personal battle. But you also face and other monumental tests
an obstacle imposed upon you with the purpose and intent to keep you from progressing, the parole board. You must overcome this obstacle with the same tenacity you use to attack your personal shortcomings.be persistent. Live consciously. Realize that the parole board disease, just like other disorders, must be treated daily. You must not let them defeat you in your quest for freedom and self betterment. They consider you there animal products, and will keep you forever if they see a way. Just as they work every day to keep you in, you must make a daily effort to obtain your release.
Through this issue I'll introduce you to him and a kit to our cause, Mr.. Randall Raar, he has worked for years to expose the Michigan department of corrections corruption.his quest, no merely seeking the truth, has been met with resistance from powers in the media and government. They don't want the facts he discovered covered for public scrutiny. The sides would do many and justice. He cites with us and has been in our corner for many years. Information has been his weapon for fighting this cause. He needs to know about your situation if you've been abused by the parole board. I still seek any assistance I can get in getting this word out. A close friend, the anonymous editor , has helped make the newsletter credible. But I need your help as well. We need to know newsworthy information. Documents that expose the systems abuse. We also need help in covering the copying and mailing costs as demand for our newsletter experiences growth. If any organizations or individuals out there wished to pitch in, we surely welcome your input.
In many this task has just begun. Our goal is abolish this corrupt board may seem an insurmountable height. but first we visualize it, we believe, and we we'll achieve it.
"Expecting Ignorance Everyday"

January, 2001-- MDOC director Bill Martin demonstrated his most all
rating dictator when he ordered all branches of the MDOC to dispose throw away all departments stationary that does not brandish his new motto, "Expecting Excellence Every day" .
Many people see that MDOC for what it has become and the dictator's token slogan only rub salt into the wounds. We at PAPA, the men and women held captive in the cesspools of waste called Michigan's prisons, our families, many attorneys who have come to know this evil system, and an ever growing number of concerned citizens groups, have come to know the MDOC, not as a department that corrects, but as the department of corruption. The very fact that dictator Martin would add such a motto appauls those who know the system. Looking at the department in this light, how can they form their lips to speak positively when they admit openly that they refused to do the very job their department was created for.
MDOC blowhard spokesman, matt Davis, recently told a Jackson citizen reporter that that MDOC cares nothing about rehabilitating offenders, that they don't consider that to be their role. So why should they be called the department of corrections? They have the audacity to tell thousands of citizens to the media that they could care less if criminals re offend that they don't rehabilitate offenders. What do they correct them? How can they director brandish the excellence slogan when he doesn't even strive to live to his department's name?
We at PAPA will devote a page each issue to expose the department's "excellent" fraud.
MDOC's Excellent Cover up

February, 2001-- officer Bailey, a corrections officer working at the Standish maximum facility, entered a convenience store, not too far from the prison, where he had an argument with a patron. He then retreated to his vehicle where he readied a firearm to kill and waited to ambush the lady as she left the store. Bailey then shot the woman in her back, murdering her.
You would think that such a shocking, cold blooded act on the part of the civil servant would make some news around the state, especially in areas hosting prison facilities. But, other than brief mentions in the local papers, the news of the heinous act never reached the pages of newspapers close to the department like the Jackson citizen patriot or the Lansing state journal. It never even appeared in the Detroit papers.
This must have been the first time that Mr. MDOC media, matt Davis, was tounge tied. what's wrong, Davis, couldn't you figure out a way to tell the public this civil servant was merely acting in self-defense. What about one of those stories you have when an inmate gets would have his laundry stuff down his throat, hanging by a leather belt, not even state issued, in high security unit I-max. Just another suicide, write Davis? Apparently the media man, Davis, couldn't smooth this one over so he just had the media silenced on the matter, a demonstration of an excellent cover-up of the ice water that runs through the veins of those that work for the MDOC.
