All I have done here is create one table inside the other, using FrontpageExpress.
You may copy my source
OR
"Save As" to your own computer and keep the page as a template to use at any time.
Because I use FPExpress I had to add 2 little ".." at the top and bottom of each table and the main background (top only) so that they would stay separate. You may not have to do this, it depends on what software you use to create your pages.
I usually change the colour of these dot to match the backgrounds
Sometimes my inner table is 90%, sometimes 80% depending on how much of the table below I want showing.
