Ministers in Government
Appointment to Ministerial status is the sole prerogative of the Prime Minister. Those who toe the party line, or offer favours to ambitious leaders often get key roles, regardless of knowledge, previous experience, or ability in those roles. This encourages politics within politics. The Cabinet thus becomes an executive government, appointed without mandate from the New Zealand voter.
Ministers in Government
15 full-time Ministers, appointed by Parliamentary majority vote. Where necessary, suitably qualified people would be sought to fill positions. These roles will replace existing heads of departments - no additional costs would ensue. Ministers will be fully accountable to the public via Parliament; their roles and performances will be public. They will be experienced in their particular fields, and their tenure of office will not exceed six years.
Leader of Parliament/Prime Minister
Reigning party members vote the PM in - not New Zealanders. Often the party in power is voted in by a minority of voters. The PM can be ousted at any point in the term through a coup by party politicians. A PM must therefore secure party favourites to retain leadership.

The Prime Minister will be elected by Parliament on a majority vote.
The tenure of the position will be for three years, with a maximum tenure of six years.
