The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. |
Those powers/rights given to the federal government are specifically cited in the constitution. Any powers/rights not mentioned in the Constitution belonging to the federal government are reserved to the states or the people. Those powers/rights not reserved by the States belong to the people, not the federal government. |
