AMENDMENT I X

The enumeration in the Constitution of certain rights shall not be construed to deny or disparage others retained by the people.

The first ten amendments (or any other amendments) specifically grant certain rights to the people.

Those rights not mentioned are still retained by the people.

Amendments IX & X go hand in hand. See Amendment X. Those powers/rights retained by the federal government are specifically cited in the constitution. Any power/rights not mentioned in the Constitution are retained by the states & the people.
