Background
----------------
The Great War began in July 1914 commencing with the attack by Austria-Hungary against the Serbian capitol of Belgrade and the August invasion of Belgium by the Army of the German Kaiser. France was quick to ask the Tsar to live up to their agreements and open a second front against the Germans. The Tsar obliged.
The Russian 1st Army under General Rennenkampf attacked East Prussia from the East near Gumbinnen and the 2nd Army under General Samsonov from the South near Tannenberg. Although the Prussians were numerically outnumbered, the Russian maneuver was hastily developed and poorly conducted. The battle ended with both Russian armies routed and an additional 92,000 Russians captured. Generals Ludendorff and Hindenberg received the bulk of the credit for the victory but history tells us that a Prussian staff officer named Lieutenant-Colonel Max Hoffmann had actually conceived of the defensive plan and had put it in motion prior to the arrival of Ludendorff and Hindenberg.
Hoffmann, as a Captain in 1904-5, had been an observer during the Russo-Sino war and experienced first hand the methods of the Russian army. He also saw the animosity between Rennenkampf and Samsonov.
Victory Conditions

The Russians must take and hold at least one of the objective cities.
Remarks
------------
This scenario is designed to be played as a solitaire game from the
German side with the hard setting "on". It may be played from the Russian
side however the player will find the AI non-competitive as the German
player. As a PBM game, I recommend providing the German player with
a +1 boost in prestige.
