Make a chain slightly longer than desired length.

1st row: Dc in 4th ch from hook, dc in each ch across. Ch 4, turn.

2nd row: * Skip 3 dc, sc in next dc, ch 4. Repeat from * across. Ch 11, turn.

3rd row: * Sc in next sc, ch 11. Repeat from * across, ending with sc in last sc. Turn.

4th row: Sl st in each of 6 ch, ch 4, tr in same loop as sl sts, * sc in next loop, ch 4, tr in same loop as sc. Repeat from * across. Fasten off.
