In a large bowl, combine flour, sugar, baking soda and salt. Cut in butter using a pastry blender until fine crumbs form. Mix in raising and buttermilk and stir until evenly moistened. Gather dough into a ball and knead on a lightly floured board for about 16 turns. Pat into a smooth ball and flatten into 1-inch think round. Place on pastry-lined cookie sheet, brush with buttermilk and bake in a 375 degree F oven for about 30 minutes or until golden brown. Cut into wedges and serve warm.
