Walters was born on July 14, 1893 on River Road in Camden, New Jersey, the third and youngest child of Jacob and Emilie (Drauske) Walter. He was a life-long resident of the Philadelphia-Camden area.

On July 2, 1912, the eve of his nineteenth birthday, he married Marie Lillian Eckley, the youngest daughter of John and Katherine (Becht) Eckley. They were married by the Rev. H.E. Meyer of St. Paul's Independent Lutheran Church of Philadelphia. They had five children, four boys and one girl.

William Harry Walters was born February 13, 1913; Marie Lillian Walters, February 16, 1915; Harry John Walters, January 24, 1917; John Lippincott Eckley Walters, February 16, 1920 and Edwin George Walters, February 13, 1922.

As a young man, Harry H. Walters served with the United States Navy aboard the battleship U.S.S. Alabama and was honorably discharged in 1914. He was a member of the Philadelphia mounted police department for many years until his retirement from the force in 1943.

About 1943 he and his wife took up permenant residence in Pine Hill, New Jersey. He became a Pine Hill city councilman and in 1950, the director of the Pine Hill Department of Public Safety. He also found time in his retirement to work as a guard at the Atlantic City and Garden State racetracks.

Although his health was thought to be excellent, he died of a stroke on January 30, 1967 and was buried alongside his wife in the Berlin cemetery, Berlin, New Jersey.
