When people say 'they changed her character', they are implying the tone of voice, the lines she says, and the way others react to her in the dubbed. It all helped to form a new persona that the original Meiling did not have. In dubbed anime they tend to exagerate the outgoing, more boisterus characters. Meilin's brattyness is a prime example, as is Davis Motomiya's stupididty if you have ever watched Digimon. As for physical editing, the dubbers are allowed to do so if needed. Minor bits of nudity are drawn over, and large clips are taken out all together. For instance; in Sailor Moon, Outlaw Star, and even Digimon, this was all done.
