Minor League All Stars Rule Variations
Tournament teams shall consist of, and must be limited to, a maximum of fourteen (14) players, one (1) manager, and a maximum of two (2) coaches.
The Eligibility Affidavit must be certified by the District Administrator and presented by the team manager before every game.
Any player, manager, or coach listed on the Eligibility Affidavit who is unable to participate because of injury, illness, vacation, or other justifiable reason may be replaced by another eligible person. If a player, manager, or coach is replaced, that person may not be returned to the Tournament Affidavit.
The home team shall be determined by the toss of a coin.
A pitcher once removed from the mound may not return as a pitcher.
A player may not pitch in more than six (6) innings in a game. A total of nine (9) innings may be pitched in a seven (7) day period. The day of the game plus the previous six (6) days constitutes the seven (7) day period.
A player may not pitch on consecutive calendar days or in consecutive games, except if only one (1) inning was pitched in the previous calendar day.
If a player pitches in less than four (4) innings in a day, one (1) calendar day of rest is mandatory. If a player pitches in four (4) or more innings in a day, three (3) calendar days of rest must be observed.
No one except the players, manager, and coaches shall occupy the bench or dugout during a game. Base coaches may be players. Only one adult base coach is permitted.
A manager or coach may not leave a dugout for any reason during a game without receiving permission from the umpire. When permission is granted, the manager or coach will be permitted to go as far as the foul line to confer with the pitcher and catcher. All other players must remain at their positions. A manager or coach that is granted a time out to talk to any defensive player will be charged with a visit to the pitcher.
A pitcher must be removed upon the third visit by a coach or manager in an inning or the fourth total visit.
Every player on the team roster shall participate in each game for a minimum of three (3) consecutive defensive outs OR bat at least one (1) time.
Any starting player who has been removed for a substitute may re-enter the game once, in the same position in the batting order provided their substitute has complied with the mandatory play rule.
If the home team has a ten (10) run lead any time after 3 1/2 innings, the visiting team shall concede defeat. If the visiting team has a ten (10) run lead any time upon the completion of the bottom of any inning after 4 innings, the home team shall concede defeat..
No inning shall start after 11:00 p.m. prevailing time. An inning starts the moment the third out is made completing the previous inning.
The on-deck position is not permitted.
Only the first batter of each half inning will be permitted outside the dugout between half innings.
Any part of an undershirt exposed to view shall be of a uniform solid color (not white) for all players on a team.
Players must not wear watches, rings, pins, jewelry, or other metallic items.
The wearing of caps or visors is optional while on defense. This option must be consistently applied to all players.
Each fielder other than the first baseman and the catcher may wear a glove not more than twelve inches long nor more than eight inches wide, measured from the base of the thumb crotch to the outer edge of the mitt.
No pitcher shall wear sweat bands on their wrists.
A player whose name is on the team's batting order may not become a substitute or courtesy runner for another member of the team.
Managers or coaches must not warm up a pitcher at home plate or in the bull pen or elsewhere at any time. They may, however, stand by to observe a pitcher during warmup in the bull pen.
The manager shall give the batting order in duplicate to the umpire-in-chief.
Base coaches must remain in the coaching box at all times except to vacate for a defensive play to be made.
Any runner is out when:
 the runner does not slide or attempt to get around a fielder who has the
ball and is waiting to make the tag;
 the runner slides head first while advancing;
 the runner fails to keep contact with the base to which that runner is entitled until the ball has been batted or reaches the batter. When the runner is off a base after a pitch or as a result of the batter completeing a turn at bat, and while the pitcher has the ball within the eight (8) foot radius circle, the runner must immediately attempt to advance to the next base or return to the base the runner is entitled.
At the beginning of each inning or when a pitcher relieves another, no more than one minute may be used to deliver not more than eight preparatory pitches to the catcher or other teammate acting in the capacity of catcher.
