New Windsor Recreation Department Park Rules
General League Rules (Revised 4/30/01)
1. Teams will be allowed a fifteen minute grace period from the scheduled starting time of a game before a forfeit is declared.
2. The bat around rule is in effect for all divisions.
3. Only players on the official team rosters are eligible to play. There will be no roster substitutions at any level. The use of an ineligible player will result in the forfeiture of all games played by that player.
4. All rained out, suspended, or canceled games will be rescheduled by the New Windsor Girls Softball League Scheduler. These games will be scheduled for the first available makeup date (generally Fridays or Sundays). Managers will be given at least 24 hours notice of the rescheduled date and time. If only one of the managers is able to field a team, they will be awarded a forfeit victory.
5. Players are expected to be in full uniform for all games. Exceptions will be made for players competing for school teams. These players must wear their NWGSL uniform shirt but will be allowed to wear their school uniform pants or shorts. Uniform shirts must be kept tucked in at all times. The wearing of hats or visors is optional. Delete this sentence [All players except the pitcher and catcher must wear hats]. Pitchers are prohibited from wearing a white shirt under their uniform shirt.
6. The only people permitted in the dugout are the players, the manager, two coaches, and a scorekeeper. The manager, coaches, and players are the only personnel allowed on the playing field. Scorekeepers may be a girl from a Senior League team or any knowledgeable adult.
7. If a player leaves a game, she may not return. Exceptions will be made for bathroom breaks or minor game related injuries from which the player recovers in time to return the next inning. All players following her in the batting order will move up. There will be no automatic out.
8. Teams are required to place a maximum of ten players and a minimum of eight players on the field for a game. Managers failing to field a team of at least eight players at any point in the game will be required to forfeit the game.
9. The home team will use the first base dugout during all regular season games.
10. The appropriate League Director must be notified a minimum of two weeks in advance of any scheduling conflicts. Conflicts with religious or school activities (excluding sporting events) will be the only appeals to be given consideration. The Board of Directors will review any other unusual circumstances or events. Failure to comply with the two week notification rule will result in the forfeiture of the contest.
11. Managers, coaches, scorekeepers, and players are not permitted to eat during the game.
12. No jewelry will be permitted to be worn by any players during the game.
13. Players must remain in the dugout at all times except when actually playing in the game. In emergency situations, the players must ask the manager or a coach for permission to leave the dugout.
14. All bats used must be labeled official softball bats.
15. Bats will be swung in the home plate area only. There will be no on deck circle and no practice swings in the dugout.
16. If after 5 innings, 4 1/2 innings if the home team is ahead, one team has a lead of fifteen runs or more, the team with the least runs shall concede the victory to the opponent.
17. Players are required to use full catcher's gear during game play and when warming up a pitcher.
18. The home team manager must pick up the keys for the lights and restrooms at Ruscitti and San Giacomo at the New Windsor Police Department and return them promptly upon the completion of the game. Keys may be transfered to the next home manager in the event of another scheduled NWGSL game. The home manager of the final scheduled contest of the day must return the keys to the NWPD.
T Ball Rules (Effective 4/01)
Minor League Rules (Revised 4/30/01)
New Windsor Girls Minor League Softball will follow Little League Softball rules with the following modifications:
1. There will ten defensive players on the field when ten or more players are available. Defensive positions will be pitcher, catcher, first base, second base, third base, shortstop, left field, left center, right center, and right field. All outfielders must remain on the outfield grass until the ball is in play.
2. A game will consist of six innings.
3. There will be a two hour time limit on all games. Add these sentences [If the game is not complete by that point, the score will revert back to the score at the end of the last fully completed inning. If the score is tied at that point, the game will be suspended and completed at a later date].
4. Scores will be kept for each game and standings will be published.
5. For a minimum of the first six games, the managers will pitch to their teams. There will be a maximum of five pitches or three strikes per batter. The batter remains at bat on a foul tip. There will be no walks allowed. Managers or coaches will pitch from 35 feet. A ten foot arc will be drawn in front of home plate and designated as the dead ball area. Batted fair balls that do not advance beyond the arc will be declared dead. Balls that fairly pass beyond the arc and then roll back but remain in fair territory are in play.
6. Beginning with the seventh game for each team (exceptions to be made by managers' agreement), players will pitch to the opposing team. The umpire will call balls and strikes. The pitching distance will be 35 feet. The dead ball arc and no walk rule will be eliminated. Pitchers are not to exceed three innings pitched per game. One pitch thrown in an inning constitutes a full inning pitched.
7. There will be no bunting in games in which the ten foot dead ball arc is in effect.
8. A pinch runner may be used for the catcher when the catcher is on base and there are two outs. A pinch runner may also be used for an injured runner. The pinch runner will be the offensive player who has recorded the last out.
9. Players will be allowed to steal third base only. Runners may not lead off of a base until the ball has crossed home plate. A runner taking an illegal lead will be warned once. A second violation will result in the runner being declared out.
10. There will be no advancing (tagging up) on a caught fly ball.
11. There will be no infield fly rule in effect.
12. Once an attempt is made to return a ball in play to the pitcher within the eight foot circle, the ball is dead and any runners not three quarters of the way to the next base must return to their previously occupied base.
13. On an overthrow of any base, all runners may advance one base. The only exception to this rule is an overthrow of third base during a steal attempt. In this case, the runner stealing third base will remain there and not advance. If a runner is on first base during a steal attempt, they will not advance either.

15. If a batted ball hits a manager who is on the field pitching or coaching defensively, or an umpire in the pitching circle, the ball is dead and the batter is awarded first base. Only runners forced to advance will get the next base.
16. A team's at bat will be over after five runs have been scored or three outs have been recorded. The five run limit will be waived in the final inning.
17. Each player present for a game must play a minimum of three innings defensively. Included in these three innings, they must play at least one inning at an infield position and one inning at an outfield position. Players are not allowed to play in one defensive position for more than three innings in one game.
18. There will be no protests of or objections to an umpire's call. The decision of the umpire is final.
Major League Rules (Revised 4/30/01)

15. There will be no attempt at advancement to first base by the batter on a dropped third strike.
Code of Conduct for Managers, Coaches, and Players (Effective 4/01)
1. Any manager, coach, or player that is in violation of a general league rule, a specific league rule, a Board directive, or a league director's ruling or directive, may receive a written warning from the Board. League members that do receive a written warning will be immediately suspended for their next regularly scheduled game.
2. Managers, coaches, or players that violate any general league rule, specific league rule, Board directive, or league director's ruling or directive a second time, will receive an immediate two game suspension. Notification of this suspension may be either verbal or written. The Board will keep written record of this suspension.
3. Managers, coaches, or players that accumulate three violations in one season will be suspended for one calendar year.
4. Any off field incident that is a direct or indirect result of any softball related matter, that is unsportsmanlike, or in any way detrimental or harmful to NWGSL, its players, managers, coaches, parents, or Board members, will be fully investigated by the Board of Directors. If warranted, the Board will deal with such action in an appropriate manner, as if the incident occurred on or near the field of play.
5. If the behavior of a manager, coach, or player results in their ejection from a game by an umpire, they will be immediately suspended from the next scheduled game. A second ejection by an umpire in the same season will result in suspension for one calendar year.
