Sam Houston coach expected to resign post

ARLINGTON - First-year Sam Houston wrestling coach Roy Shultz was
to resign today after failing to comply with state teacher
certification requirements, an Arlington school district official
said.

His resignation comes as the school district was conducting an
investigation into allegations of misconduct, school district
spokeswoman Charlene Robertson said.

Robertson said all employees from out of state must sign an
agreement upon being hired that they will meet Texas teaching
certification requirements before the end of one school year.
Shultz, who moved from Oklahoma to Texas last summer, had not
complied, she said.

"The letter he signed was basically a letter of resignation that
said if he wasn't certified by the end of the school year, he would
no longer be employed," Robertson said.

Mary Hepp, a universal director representing Shultz from the
Texas State Teachers Association, said the coach has filed a
grievance with the school district. She said the district has
supplied nothing in writing to explain the allegations or why they
are not renewing Shultz's contract.

"The school district has given us nothing substantial to support
their decision," Hepp said.

Shultz, who coached the boys and girls wrestling teams, had been
on administrative leave pending the investigation since May 16,
Robertson said. Robertson said allegations of misconduct from
community members prompted the ongoing investigation.

"I can't say anything right now - I really can't," Shultz said
yesterday when asked to comment.

Neither Sam Houston principal Ricky Kempe nor Robertson would
specify the details of the investigation.

"The school district will continue to look into it until they are
satisfied there is nothing wrong," Robertson said.

Hepp said Shultz was made aware of the investigation, but as yet
does not know the details. She said Shultz has also been told
not to have any contact with his athletes.

"They have not told us what the allegations are," Hepp said.
"There's been a lot of rumors and talk, they told us, and they said
they had concerns but we'd like to know what they are investigating.

"They're destroying this man's future if they're letting rumors
fly. They need to either prove he's guilty of something or let him
go. Just accusing him has damaged his reputation."

Hepp said Shultz was unable to take the Examination for
Certification of Educators in Texas required to teach in Texas in
April, but would be able to take the exam this summer. She said he
had applied for an extension to allow him time to take the exam,
but was given no reason why it wasn't granted.

"They've extended it for others. That's part of our grievance,"
Hepp said. "I'm dealing with other people in the district who have
been here a number of years and have seen others granted
extensions. Why won't they grant this one? They won't say."

Kempe said he had not spoken to Shultz about the resignation.
I.C. Little, the Arlington school district athletic director, and
Ken Ozee, the athletic coordinator for Sam Houston High School,
said they were unaware of Shultz's resignation or the ongoing
investigation.

"I don't know anything, I mean absolutely nothing," Ozee said. "I
had not heard that he resigned. I was left out of the loop on that."

The Texans girls team finished second in the UIL state tournament
and won the state duals competition. The boys team finished last in
District 7-5A.

An investigation into alleged misconduct by a former Arlington
coach will conclude in less than two weeks, an Arlington school
district official said yesterday.

Sam Houston wrestling coach Roy Shultz resigned yesterday after
serving a paid leave of absence since May 16, school district
spokeswoman Charlene Robertson said. Shultz, who moved from
Oklahoma to Texas last summer, failed to meet Texas teaching
requirements after one full year and his contract was not renewed
as a result, she said. Shultz coached the Texans boys and girls
wrestling teams.

Shultz was unable to take a test for Texas teacher certification
in April because he was sick and attended a national wrestling
meet, said Mary Hepp, a universal director from the Texas State
Teachers Association representing Shultz.

The school district turned down Schultz's request for an
extension that would allow him time to take the exam, Hepp said.

Shultz and Hepp have filed a grievance against the school
district, claiming that he should have been granted an extension to
take the exam and that he has not been made aware of the details of
the ongoing investigation of alleged misconduct against him.

Arlington school district officials had no further comment.

With Shultz as coach, the Texans girls team finished second at
the state tournament in February and won the state duals
competition. The boys team finished last in District 7-5A.
