Rat King
The Rat King is a magical creation of the scepter he carries. He looks like a rat in all respects except that he is 4 ½ feet tall. He is a sometimes companion of Plague and does relish in spreading the filth and disease of the Horseman. He believes he can rule the world by use of his rat army.
The scepter cannot be used by anyone other than a mouse or rat and hence the obvious, inaccessible focus limitation. The Rat King is not averse to spontaneously leaving a battle to save himself and is small enough to fit into all storm drains except those with gratings covering them.
