Deselect the rectangle. Use you line tool set to single line, stroked. width 3, antialis checked. Outline the rectangle. I set my foreground color to #404040. Set the width down to 2 and draw short lines for the little windows.
Now copy that layer and paste it back in as a layer 3 times. You can also duplicate the layer if you want. Line up the windows till you have something like the image shown

Hide all the layers except for the little windows and merge visible. Use the rectangle tool and draw a rectangle around the windows. Click on one of the windows to select all of them. Don't deselect.
Add a new layer. Go to Image, Effects, Cutout and apply the cutout with the settings shown.
Deselect the windows and hide all the layers except for the windows and the cutout layers and then merge visible.

Add a new layer. Use your selection tool set to rounded rectangle and make a selection on the car for the larger windows. Flood fill with a solid color for now. Deselect the rectangle. Use your selection tool set to rectangle and select a part of the window.

Copy this selection and paste as a new layer. Make sure you are back on the window layer and make another selection and then copy it and paste it as a new layer. Make one more selection and copy and paste it as a new layer.
Now you can delete the large window layer. Duplicate your 3 smaller windows and then mirror all 3 of them.
You might need to make your windows a little smaller to get them all to fit. You will also need a door in there so you might want to think about that when you resize them. I just use the deformation tool to resize them.
Now before we do anymore with the windows, we will make our door. That way we can resize the windows more if needed. You should now have something like the image shown
