Colorful Design Border from Scratch Tutorial
You will need PSP 5 or 6 and the Simple Filters.
You will need my pedestal tube, which you can download here.
Unzip and export the pedestal tube to your tubes folder.
Open a new graphic 100 x 100, white background. Click on the spray tool or the paintbrush and just start painting different colors all over your white image. You can change the settings for different effects but below are the settings I used for this tutorial.

Below is what I have so far.

Now go to Image, Noise, Add as below.

I used the below settings.

Should now have something like below.

Now go to Image, Blur, Motion Blur.

I used the below settings.

You should now have something like below.

Now go to Edit, Copy then Edit Paste as New Layer. Paste as New Layer 2 more times. You're Layer Palette should look like below.

Now go to Image, Canvas Size and use the below settings.

You're Image should now look something like below.

Go to your Layer Palette and click on layer 1.

Now go to Image, Mirror. Should look something like below.

Click on Layer 2 in your Layer Palette.

Then go to Image, Flip. Should look something like below.

Click on Layer 3 in the Layer Palette.

Now go to Image, Flip, Image Mirror. You should now have something like below. Which by the way is now a seamless tile.

Shift + D to duplicate the tile and set aside for now.
Click on the Picture Tube Tool and in the Tool Options locate the jdpedestal tube.

Go back to your Image and put your cursor at 100,100, the exact middle and click to place the tube. You should now have something like below.

Now go to Image, Canvas Size and use the below settings.

You should now have something as below.

You can stop now if you want a solid color background but I went a bit further. Make your duplicate active. Layers, Merge, Merge all Flatten. Then go to Image, Plugin Filters and Find Simple, Diamonds.

The below is what I ended up with.

I liked it so I stopped there but you could use the Simple Filters again and choose a different one for a different effect. If you don't like it just go to Edit, Undo. Then try again.
Click on your Flood Fill tool. In the Tool Options use the settings below.

Click the middle tab and select your duplicate as the pattern.

With the Magic Wand click in your background area to select it.

Click on your Flood Fill Tool and click in the background area of your graphic to fill with your pattern as below.

Layers, Merge All Flatten.
Sign and Save.
The different patterns you can come up with are endless. Experiment and have fun.
