will need the Bejewelled font which you can download here
Open a new graphic 300x300, 16 mil colors, transparant background. Click on the text tool (A on your tool bar) left click in the middle of your graphic. Select the Bejeweled font, size 200, Capital D, Antialias checked, floating checked, color doesn't matter, click on ok. Keeping the diamond select click on the flood fill tool(paint bucket pouring on the tool bar), in the tool options select linear gradient, Blend mode normal, paper texture none, match mode none, opacity 100%. Click on options(middle tab) and select, gradient-pink neon, Angle-270, repeats-1 then left click in the selected area of the diamond to flood fill with the gradient. Now go to Image, Effects, Inner Bevel and use the settings below.

Say ok. Go to Edit, Copy then edit paste as new image. Close the original, we'll be working with the copy. Go to Layers, Merge, Merge Visible then go to image resize, check percentage of original and put in 50%. I used Smart Size, uncheck Resize all Layers and check Maintain Aspect Ratio. Go to Edit, Copy then Edit paste as new layer 2 times and line the diamonds up as below.

Go to Layers, Merge, Merge Visible, then go to Image, Effect, Dropshadow and use these settings, Opacity-80, Blur-10, Vertical and Horizontal-0, ok.
Open a new image, 1024 wide x 250 high, white background. Click on the flood fill tool, it should still be set to Linear Gradient, flood fill your new bg with the gradient. Now go to Image, Noise, Add and add 5% Uniform noise (this gets rid of the banding in your gradient). Now Edit, Paste as new Layer and your 3 diamonds image should show up. Align it to the left of your background. Click on the Selection Tool and starting at 0,62 make a selection 1024 wide x 125 high, you should have something like below.

Now go to Edit copy, Edit Paste as new image or you can go to Image, Crop to selection. Go to Layers, Merge, Merge All Flatten. Sign and save.
