Open a new graphic 350x350.  A bright or dark background color is best so you can see what you're doing.

Add a Layer.

Click on your tube tool and select your doily and place it in the center of your graphic.

Click on your deformation tool and bring both side handles toward the center a little til you get something like below.

Double click and say yes to apply deformation.

Add a layer.

Change your foreground color to whit then click on your preset shapes tool.

In the tool options use the settings below.

Starting in the center make an oval something like below.

Click on the magic wand tool then click in the center of the oval.  Go to selections, modify, expand and put in a 1 and click ok.

In your layer palette highlight your doily layer to make active then hit the delete key.  You should now have something like below.

Turn off your background layer by clicking on the little glasses by layer 1.

Go to Layers, Merge, Merge Visible.

Go to Selections, Select None.

Go to Selections, Select All then go to Selections, Float.  You should now have something like below, with the ants running around your frame.

At this point you can do just about anything you want.  I used the sculpture effect, Image, Effects, Sculpture and used the settings below.

You could also use Bladepro, flood fill with a color and then inner bevel or Eyecandy, it's up to you.

Here is the finished frame(shown smaller to save space).  You can now export as a tube or .pfr frame if you want.
