This tutorial uses PSP 6 and the Simple Filters.

Open the mask you want to use.  Then open the graphic you want to use and resize as necessary, I resized mine to 300 high.  Go to Image, Sharpen, Sharpen, then shift + D to duplicate your graphic.  Set the duplicate aside for now.  

Now go to Masks, New, From Image and click on the little arrow and selct your mask then say OK.

If it looks ok, good, if it looks something like below:

then go to Masks, Invert.  It should now look something like below:

Go to Masks, Delete, the below window will pop up:

Say yes.  

Set this aside for the moment and make your duplicate active.  Run it thru any filter you want to make it seamless.  I used Simple Filters 4 way average on mine.  Available on my Stationery Website, Tools page.  

Now open a new graphic 1024 x 300 (or the height of your graphic), transparant.  Or if you want a tint of color on your bg use a color from your graphic.   Click on the flood fill tool and in the Tool Options use the settings below:

Click on the middle tab and click the aroow and select your background graphic as below:

Click anywhere in your 1024 x 300 new image to flood fill for the background.  Should look something like below:

You can close the mask and the image we used to flood fill your background.  

Make your masked image active by clicking on it:  

Go to Edit, Copy.  Make your background graphic active and go to Edit, Paste as new layer.  Move it over to the left, should look something like below:

Now go to Image, Effects, Dropshadow.  I used the setting below:

Merge All Flatten.  

Sign and Save.
