Octagon Border with Muted Background
You will need PSP6 and
my octagon tube available here
You will also need a 200x200 seamless tile.
Here's a couple of seamless patterns you can use if you want.

Just right click and save as to your hard drive.
Open a new graphic 1024x200, transparent background. Click on the Flood Fill tool and in Tool Options use the below settings.

Click on the middle tab and select your seamless tile as your pattern. Flood fill the background strip with your pattern.
Add a layer (and this is very important), click on the Tube Tool and in Tool Options select jdoctagon. Go to your background strip and place your cursor at 100, 100 and place the tube.
It should look something like below.

Click on you Magic Wand
and click in the octagon border, hold the shift
button down and keeping clicking till the whole border is
selected, it should look
something like below.

Click on the Flood Fill tool again and use the same settings as before except change the opacity to 100 as below.

Flood fill the selection. It should look something like below.

Click on your Tube Tool again and using the same tube place it at 100, 100 just like before. You should now have something like below.

Go to Layers, Merge all flatten.
You can add a tube or something to the border if you want.
Sign and Save.
