This tutorial
requires PSP 6, FMTile Tools and 2020. FMTile Tools at
http://www.fantasticmachines.com and 2020 at http://www.hotfreeware.com
This tutorial is just a guide line. Try different filters and such with the background. Different sizes for the border etc. Most of all have fun.
Open your graphic and resize as necessary. Go to Edit, Copy. Open 2020 and go to Edit, Paste as new image. Then click on Tile Effect. Then go to Edit, Copy. Back in PSP go to Edit, Paste as new image and set this graphic aside for now. Click on the original graphic to make it active, then go to Image, Plugin Filters, and find FMTile Tools and click on Seamless Tile. I used the settings below.

Click apply.
Open a New Image, 1024 x 300 (or height of your graphic), transparent background. Click on the Selection Tool and in tool options use these settings.

Move your cursor to 0, 150 as shown circled in pink in the picture below.

Make a Selection as below. My graphic is 253 wide so that is where I stopped but you can make it any size you like.

Click on the flood fill tool and fill your selection with the original. You should now have something like below.

With the border still selected go to Selections Invert. Make your 2020 tiled image active. Click on the flood fill tool and use the settings below.

Click on the Middle Tab and select your 2020 image.

Click in your background to flood fill.

Now go to Image, Effects, Dropshadow. You can play with the settings but these are what I used.

This step is optional. Go to Selections, Invert then Image, Effects, Dropshadow. I used the settings below.

Layers, Merge All Flatten.
Sign and Save.
