I am relunctant to use oo for either cook or pool because it should be pronounced awe.  This was the way it was prononced before 1400.

  A new web ring on writing systems has been set up to complement the one on spelling
  reform that John Reilly established over a year ago. A ring is an automated link exchange
  system which maintains links between similar sites.

  The alfabet restoration project
The purpose of the alphabet project is to make it possible to pronounce words as they are spelled.  This is
next to impossible when a symbol is associated with more than two or three related sounds.
  The goal is to reduce the number of sounds per symbol and the number
  of symbols per sound to less than three.  This is similar to but not the same as phonemic spelling where there is a
  near one to one relationship between symbols and sounds.
  There is general agreement on what four sounds should
  be associated with each symbol and what four symbols should be associated with each sound.
