The three kids were the "biggest" TTA fans ever ... they always rushed home to watch the show etc. etc. ... so they wrote their own script called "Buster & Babs Go Hawaiian." ... almost a storyboard on notebook paper -- they drew  pictures & everything. 
 
They sent their script to their local Fox affiliate, who put the script into an official Fox folder and forwarded it to Amblin (I think Amblin). Thinking this was an "official communique" from Fox, Jean MacCurdy (I think it was her) opened the script, loved it, and eventually Spielberg was given a look at it. 

The three kids got a call one afternoon from Spielberg [and were] invited to a meeting of the TTA [staff] who asked the kids questions like, "What do you like about the show, the characters, etc." They also worked out their story with the writers into a format which could be animated.
